Jobs
-
At the same time, we shouldn't be afraid to build something new. Responsible economic development can create new opportunities, give people more reasons to visit Barrie and contribute to a city that continues to evolve while maintaining its sense of place.

We should make it easier for businesses to operate, grow and invest here by creating safe, welcoming places to do business and making thoughtful decisions about how our city develops.
Investment matters too. Responsible development creates jobs, expands the tax base and helps provide the resources a growing city needs to invest in infrastructure and services.

Transportation
-
Transit needs the same practical thinking. Investment should improve the service residents actually experience like frequency, reliability, maintenance and accessibility.

Taxes
-
Every dollar the City spends represents someone's hard work. Keeping property taxes as low as reasonably possible matters because people need to be able to afford to live, work and invest in Barrie.
That means looking at each investment on its merits, making better use of development charges and other funding opportunities, and being willing to ask difficult questions about how public money is spent.

Encampments
-
That requires compassion, but compassion can't mean normalizing unacceptable behaviour. We need to understand the challenges people are facing and do a better job at connecting them with the right support, programs and services we fund to deliver meaningful results.
Housing, mental health, addiction and homelessness are complex challenges. They don't have simple municipal solutions, and many of the tools and resources needed to address them sit with the County, Province and Federal governments.
We can enforce laws while creating pathways to treatment, recovery and stability. We can invest in housing and support services while being responsible with the taxpayer dollars that fund them.

Safety & policing
-
That means enforcing the laws already in place and making sure our Police Service has the resources and support it needs to do its job. It also means recognizing where policing isn't the right answer and connecting people struggling with mental health, addiction or other challenges to the services equipped to help them.
Businesses should be able to operate without fear. Residents should be able to walk through their neighbourhoods and downtown without encountering behaviour that makes them feel unsafe.

Housing
-
Once they're gone, they're gone. Protecting them means making thoughtful decisions about how and where our city grows and realizing what we might lose as well as what we might gain.
Growth should build on what makes our communities special and not simply add more density them.

We need to be thoughtful about how we manage change, make good decisions and make sure our success works for everyone.

We can make better use of planning and zoning tools to encourage housing, consider partnerships that create more accessible and affordable options, and support effective programs where they can make a measurable difference.

Infrastructure
-
That means investing in roads, transit and the infrastructure beneath our streets, while finding smarter and more sustainable ways to pay for it. Development should contribute appropriately to the infrastructure needed to support new growth, while the City continues to pursue provincial and federal funding and carefully manages the infrastructure we already have.

I’m not running to tell people I have all the answers, nor do I believe everything is broken
My goal is to bring a fresh perspective, ask better questions, work collaboratively and make sure we deliver results for the people who call Barrie home.
Casera says his approach to municipal leadership will be grounded in listening, collaboration and accountability rather than political rhetoric or party politics.
We don’t need to choose between protecting what we love about Barrie and embracing what’s next,
His campaign, ‘Build Barrie Better’, is guided by three core values; dignity means a Barrie where people can live with security, safety and hope.
